As mandated by ONAP process, PTL elections must be held at least once a year.

An email to solicit nominations has been sent out to ONAP discuss and TSC maillist on July 5 and the nomination phase ended on July 9th, 2018 12:00 CST.
Even there is only one candidate has been received during the nomination phase, we still need to set up a poll to officially finish the election.
